Changes made to the Kansas juvenile justice system were supposed to keep children out of prison and in their communities. But some providers say the kids who ended up in the foster care system instead aren’t getting the care and attention they need. In this report, the Kansas News Service looks at the unintended consequences this 2017 law is having on the already troubled Kansas foster care system. Some say the two-year-old law that kept kids out of jail may have pushed them into foster care.
